How APAAR ID Works: Technical Architecture & 4-Step Process

1. The Four-Stage Lifecycle

The Automated Permanent Academic Account Registry operates on a coordinated 4-stage lifecycle connecting educational institutions, central data repositories, and student mobile endpoints:

Stage 1: Verification of Student Records

The school or college verifies the student's admission roll number, class register, and Permanent Education Number (PEN). School authorities check that the spelling on record corresponds to identity proofs.

Stage 2: Consent where Applicable

The institution records voluntary consent. For minors under 18 years of age, physical or digital consent forms are signed by parents or guardians. Adult university learners provide electronic consent upon DigiLocker login.

Stage 3: Central Authentication

The institutional system (UDISE+ for schools, or university portals) submits demographic strings (Name, Date of Birth, Gender) to UIDAI's central authentication servers for validation. No biometrics are stored by the school during this process.

Stage 4: ID Generation & DigiLocker Publication

Once authenticated, the central registry assigns a unique 12-digit APAAR number. The document is automatically compiled as a signed PDF and synced to DigiLocker, while credit balances sync to the Academic Bank of Credits.

2. Data Flow Architecture

To maintain privacy and security, the system does not share raw sensitive citizen credentials with public networks. Instead:

  • UDISE+ Database: Holds school-level performance indicators and assigns the student’s Permanent Education Number (PEN).
  • National Academic Depository (NAD): Stores digital award data, certificates, and marksheets published by boards and universities.
  • DigiLocker Ecosystem: Acts as the secure consumer gateway, providing students with access to their verifiable digital credentials.
